The proliferation of structures in charge of cyber: what strategy(ies)?

​

In Western countries, with the growing awareness of the importance of the cyber space, many administrative entities claims cyber competence. Is this an orderly strategy or a speed race? Are the systems satisfactory? Do they cover all the required domains? What comparisons can be made with other countries? Are the successive strategies part of a coherent public policy? What links can be envisaged between the public and private spheres? What is the nature of cooperation between countries? within regional organizations such as the EU? Does the interpretation of threats correspond to national tropisms? Is legal regulation sufficient? This reflection will concern France and the international level. Contributions on epistemology, or social sciences methodology, applied to cyber matter and the link between cyber and intelligence will be appreciated.

Intelligence Dossier

Looking for intelligence culture

​

Often evoked, rarely defined, what is the intelligence culture? Can it be univocal? Who defines it? Who nourishes it? Can it be transmitted? When can we say that it is lacking? Is it national? This reflection will concern France and the international level. Contributions on epistemology, or social sciences methodology, applied to intelligence matter will be appreciated.

Intelligence Dossier

Intelligence services externalization Strategies

 

Communication, audiovisual or cinematographic creation, exhibitions, architectural projects, relations with academics and archives, recruitment, etc., the intelligence services extend beyond their immediate sphere and put in place varied strategies of externalization. An international comparison allows us to evaluate the ways, means and objectives to study the life of the administrations in their relationship with the users, and beyond. This reflection will concern France and the international. Contributions on epistemology, or social sciences methodology, applied to intelligence matter will be appreciated.

Clandestinity and secrecy in the cyber world: what are the issues?

 

This dossier invites to question the links between cyber and intelligence but also to reflect on these notions from a legal and strategic point of view. It allows us to approach the different actors involved (public and private) and how their logics may converge. The notion of trickery may also be of interest. This reflection will concern France and the international level. Contributions on epistemology, or social sciences methodology, applied to cyber matter and the link between cyber and intelligence will be appreciated.
